Cop and a Half (1993)

Devon Butler is an eight-year old who is always hungry to become a cop. Out of the blue, he witnesses a killer near his warehouse when he plays with his friend. He makes an important decision that tells the truth at police office but they must accept a proposal which makes his dream come true.
